In order to thoroughly implement the decisions and arrangements of the municipal party committee and the municipal government on promoting the development of industrial innovation clusters in the digital economy era, effectively play the guiding role of municipal financial special funds, and accelerate the promotion of industrial and high-quality development of informatization, in accordance with the "Several Policies on Supporting the Construction of Industrial Innovation Clusters (Trial)" (Suwei Banfa [2022] No. 6) and the "Suzhou Municipal-level Special Fund Management Measures for Building Advanced Manufacturing Bases" ( Su Cai Gui [2020] No. 9) and other relevant regulations, we are now organizing the application for the 2022 Suzhou municipal-level special fund to build an advanced manufacturing base (hereinafter referred to as the special fund) project. The relevant matters are notified as follows:
Focus on supporting the cultivation of leading and backbone enterprises, research on core technologies of the industrial chain, intelligent transformation and digital transformation, green transformation and upgrading, Service platform construction and other directions. For details, please see Appendix 1: "2022 Suzhou Municipal-level Special Fund Project Application Guide for Building an Advanced Manufacturing Base" (hereinafter referred to as the "Application Guide").
The basic conditions that applicants for special fund projects must meet:
(1) Registered in Suzhou City (some biomedicine-related projects, integrated circuit tape-out subsidy projects, and artificial intelligence application scenario demonstration projects can be relaxed to the scope of large cities), have independent legal person qualifications and operate normally More than 1 year (as of August 31, 2022).
(2) Have sound financial management institutions and systems.
(3) In line with national, provincial and municipal industrial policies and support priorities, with good social and economic benefits.
(4) Be honest and law-abiding, pay attention to production safety and environmental protection, and have no serious breach of trust in the past three years.
(5) If the same reporting unit has received the support of this special fund but has not yet completed the acceptance inspection, it shall not apply for the same category of projects again this year; if there is a situation where the acceptance inspection is overdue or the acceptance inspection fails, No more projects are allowed to be applied for this year.
(6) If the same project receives financial support from the national, provincial or municipal levels, it shall not beExcept for rewards stipulated in relevant documents, support will no longer be provided; in principle, the same reporting unit can only apply for one project (except for reward and subsidy projects).
(7) The specific application conditions specified in the "Declaration Guide".
3. Application process
(1) Application method. Organize declarations through a combination of online and offline methods. Online declarations must be made through the "Suzhou Municipal Financial Special Fund Declaration Platform" (website: https://www.szzxzjsb.com). Electronic materials submitted online must be in PDF format.
(2) Declaration time. The online declaration acceptance period is from September 6 to October 8. The overdue declaration system will be closed on time and will no longer be accepted.
(3) Online acceptance. The local industry and information technology (science and technology innovation) departments review local project materials through the "Suzhou Municipal Financial Special Fund Application Platform Management Terminal" (website: https://manage.szzxzjsb.com/). Application materials that have not been reviewed will not be accepted. .
(4) Project review. The local industry, information technology (science and technology innovation) departments will conduct a preliminary review of the credit status of the applicant, and those with serious breach of trust will not be approved. Local industry, information technology (science and technology innovation) departments should increase the application of the comprehensive evaluation results of industrial enterprises' intensive utilization of resources, and give priority to recommending the evaluation results of Class A and B enterprises to apply for this special fund, and restrict the application of Class D enterprises. In order to ensure the authenticity of the project, local industry and information technology (science and technology innovation) departments should organize the project in accordance with the "Suzhou Municipal-level Special Fund Management Operation Procedure for Building Advanced Manufacturing Bases (Trial)" and the requirements of the Municipal Industry and Information Technology Bureau Project Fund Hosting Office Project authenticity verification.
(5) Project submission. For projects that have been reviewed and approved by various localities, the local industry, information technology (science and technology innovation) departments and the financial department will jointly submit the documents (paper version in triplicate), and attach a summary table of recommended projects (stamped with the official seals of finance, industry, information technology (science and technology innovation)) , and shall be submitted to the Comprehensive Planning Department of the Municipal Industry and Information Technology Bureau before October 23. Project application materials are downloaded and stamped by the enterprise on the system and then submitted to the relevant funding office of the Municipal Industry and Information Technology Bureau through the local Industry and Information Technology (Science and Technology Innovation) Department.
IV. Application materials
The applicant should provide paper version of application materials in accordance with the requirements of the "Declaration Guide". Please go to the application system to check the required materials. After completing the relevant materials, sign and stamp them.Scan and upload as required. The application materials that must be provided are as follows:
(1) Special fund project application form (including basic enterprise information form and project information form, which must be downloaded and stamped after filling in the system).
(2) Enterprise legal person business license and organization code certificate.
(3) Credit commitment letter for special fund project application materials.
(4) Any project that requires investment as a condition for support or provides subsidies based on investment must provide a special audit report (with a QR code) for the declared project, and upload all projects to the system Invoices related to equipment purchase, R&D investment, etc.
(5) Other relevant materials proposed in the application guide requirements.
Instructions for preparing paper materials: The reporting unit is required to bind them into a volume according to the order of the materials submitted on the special fund declaration system, with corresponding page numbers. The cover should be light blue or light green, and the content of the materials should be uniform. Printed on both sides of A4 paper. The cover is the project application form, which is followed by the catalog, the basic information form of the applicant unit, the application project information form and all uploaded attachments. It is glue-bound. The year of application and the name of the company are marked on the spine (no spine is needed if the thickness is insufficient). Materials submitted online and offline must be completely consistent.
5. Work requirements
(1) Strengthen project organization. Local industry, information technology (science and technology innovation) and financial departments should conduct in-depth research, increase the publicity of fiscal fund project application policies, organize and recommend a number of good projects that can promote the high-quality development of industry and informatization, improve the efficiency of fund use, and enhance A sense of gain from corporate policies. For projects that are not allowed to be submitted repeatedly, the local industry, information technology (science and technology innovation) departments are responsible for excluding duplicate applications and ensuring that locally reported projects meet the application requirements.
(2) Consolidate the main responsibilities. The reporting unit is responsible for the authenticity, accuracy and completeness of the reporting materials. Once an applicant is found to have fake projects, fake invoices, fake audit reports, or cooperate with social intermediaries to falsify packaging projects, it will be vetoed with one vote, and it will not be allowed to apply for a municipal-level special fund project to build an advanced manufacturing base within 3 years.
(3) Strictly standardize procedures. Local industry information (science and technology innovation) departments must effectively strengthen their review and recommendation responsibilities, work with social credit management departments at the same level to review the social credit status of project application units, strictly control the authenticity of the content of application materials, and organize scientific and fair reporting in the region. Project declaration. Local industry, information technology (science and technology innovation) departments must take the initiative to accept the disciplinary inspection and supervision departmentsThe project organization supervises the entire application process to ensure the fairness of the project recommendation procedure and the standardization of the operation process.
(4) Strengthen performance evaluation. Local financial departments should strengthen the performance management of special funds and supervise the implementation of special fund policies; the local industry and information technology (science and technology innovation) departments specifically implement the performance management of special funds. Please report the use of supported project funds and project implementation performance in the previous year. The application must be submitted in writing and sealed to the Municipal Industry and Information Technology Bureau before December 31, 2022.
(5) Some biomedicine-related projects, integrated circuit tape-out subsidy projects, and artificial intelligence application scenario demonstration projects are in accordance with the fiscal 1:9 at the municipal and county levels, and the municipal and district levels. The level of finance is jointly supported in a ratio of 3:7.
